About Ministry
Mission: The Ministry of Local Government ensures the coordination of good governance and high quality territorial administration programs that promote economic, social and political development throughout the nation.
RESPONSIBILITIES
According to the Prime Minister’s Order no 107/03 of 15/10/2020 determining mission, responsibilities organisational structure, salaries and fringe benefits for employees of the Ministry of Local Government (MINALOC); the Ministry has the following responsibilities:
1º to develop, disseminate and coordinate the implementation of policies, strategies and sector programmes.
2º to prepare legal framework for good governance, territorial administration, settlement and socio-economic development.
3º to develop institutional and human resources capacities.
4º to monitor and evaluate the implementation of policies, strategies and programmes.
5º to oversee the functioning of state organs under supervision of the ministry.
6º to promote effective collaboration between state organs relationships.
7º to mobilise resources for the ministry activities.
The Minister
Hon. Habimana Dominique
Minister of Local Government
Hon. Habimana Dominique is Rwanda Minister of Local Government since 24th of July 2025.
He is a governance and leadership expert with over 16 years of experience in promoting democratic and transformative governance in Rwanda and the Great Lakes Region. He has worked extensively with civil society and government institutions, particularly in citizen participation, program management, and policy implementation.
Hon. Habimana specializes in the design and management of governance programs, knowledge sharing, innovation, and stakeholder engagement. He holds an Executive Master’s in Development Policy and Practice from the Geneva Graduate Institute, focused on Conflict and Fragility Management, and a Master’s in Development Studies from the University of Rwanda.

Hon. KAYISIRE Marie Solange
Minister of State for Local Government
Hon. Marie Solange Kayisire is the Minister of State for Local Government since 22 August 2023.
She previously served as Minister in charge of Emergency Management and the Minister for Cabinet Affairs in the Office of the Prime Minister.
Permanent Secretary
Gakire Bob
Permanent Secretary
Gakire Bob is the Permanent Secretary at the Ministry of Local Government in Rwanda since January 25, 2024. In this capacity he coordinates the technical, administrative and operational aspects of local government institutions including social protection interventions.
Before his appointment as Permanent Secretary, he served as Director General for Territorial Administration at the Ministry of Local Government. He also served for various positions.
