The Single Project Implementation Unit (SPIU) unit is responsible to manage and oversee the implementation of all projects components by providing strategic leadership to ensure the achievement of projects goals and the sustainability of expected outcomes.

The MINALOC SPIU was established following Cabinet resolution of 11th February 2011 regarding the formation of the Single Project Implementation Units across Line Ministries and Public Agencies, with overall objective of creating an effective institutional framework that will guide the process of designing and implementing projects that are earmarked to fast track realization of development targets envisaged in the various sector strategic plans, Seven Year Government Program and the EDPRS all drawn from the Rwanda’s Vision 2020.

Currently MINALOC SPIU is implementing among others the following projects:

PROJECT 1: Social Protection Transformation Project (SPTP)

Funded by World Bank with total budget of USD 7,470,000 

Objective: Strengthen social protection programs and delivery systems; improve access of poor and vulnerable households to human capital and economic inclusion services.

Key Activities for FY 2026/27:

  • Support the operationalization of the Social Registry Information System
  • Support the Implementation of Graduation Strategy
  • Capacity building at the levels
  • Organise and conduct coordination and engagement meetings (at stakeholders and community levels

PROJECT 2: Transformational Local Governance Project (TLG)

Funded by SDC with total budget of CHF 3,500,000 

Objective: Increase the capability of local governments to institutionalize and enhance citizen participation in decision-making for improved service delivery, local development, and accountability.

Key Activities for FY 2026/27:

  • Host and support the operationalization of the Mbaza system at national scale;
  • Support citizen assembles, participation in planning, budgeting, and accountability platforms and Implement civic education campaigns
  • Support Districts (and tiers) capacity building including in Staffing and capacity development and monitor performances
  • Organize peer learning and exchange workshops between local government authorities and Civil Society Organisations

PROJECT 3: Sustainable School Feeding Project (SSFP)

Funded by WFP with total budget  Frw 1,117,094,260

Objective: Improve students' attendance, focus, health, and overall school performance through sustained and effective implementation of the School Feeding Program. 

Key Activities for FY 2026/27:

  • Establishment, operationalization and Monitor quarterly School feeding committees meetings and report.
  • Monitor quarterly school feeding program implementation and report.
  • Conduct community mobilization, parents’ contribution and food safety awareness campaigns through media houses, Umuganda, and decentralized entities.
  • Coordinate national advocacy events including the Africa Day of School Feeding in collaboration with WFP and MINEDUC.
  • Promote knowledge-sharing through best-practice recognition awards with district school feeding Specialists/Coordinators.
